    There is a difference between minimum detectable and minimum hazard. Thus carbon monoxide can be measured at levels so low as to be essentially harmless. On the other hand coal smoke contains a whole zoo of different chemical species many of which are toxic and even carcinogenic. Their presence in polluted air appear to be only measured as “particulates”.

    If a filter removes particulates, then public health is been served. Even the still air inside a house allows particles and droplets to settle out, so to that extent sheltering inside from coal smoke would be a good idea.
